Before joining Kearns & West, Ruby oversaw constituent services and community engagement for the Multnomah County Chair’s Office, and in the County’s Elections Division, she built a voter education strategy for underrepresented communities using GIS analysis of participation and census data. Her professional interests include economic and community resiliency, civic participation pathways, and environmental justice.
