Background

Sam is the director of Kearns & West’s digital engagement practice, with 10 years of experience leading collaborative processes and leveraging digital tools to support inclusive public processes.

A skilled project manager and technical facilitator, Sam Levy has extensive experience supporting public engagement, environmental compliance, and intergovernmental coordination across all levels of government, helping agencies achieve sustainable, implementable outcomes that build trust across diverse interests. She has played a central role in designing and leading complex public processes, including several Bureau of Ocean Energy Management engagements across the Gulf of America, Hawaii, Guam, and the Central Atlantic, ensuring meaningful participation among federal, state, Tribal, and local partners. Her work spans a range of environmental and infrastructure topics, including offshore wind energy, coastal resiliency, hazard mitigation, and workforce development. Sam also leads the digital accessibility team at Kearns & West, guiding standalone digital accessibility projects as well as integrating accessibility into broader public engagement work. Her responsibilities include overseeing team operations, building a knowledge management system, training staff, and producing compliant materials. She is a Certified Document Remediation Specialist through the 508 Institute.
